This is Lawana Candida (White Moth Candida). Firstly, I think it's a moth, a member of Lepidoptera. But it's a planthopper, member of Hemiptera. It's one group with the ladybug, aphids and cicadas.
I found this insect alight on chilli stalks. It's quite calm.
